Strengthening the governance of the Clean Development Mechanism so as to ensure sustainable development benefits

The Clean Development Mechanism has two principal objectives: achieving cost-effective emission reductions and sustainable development (SD) in host countries. Independent reviews overwhelmingly show that the mechanism has not delivered on the latter. Some projects have even caused social and environmental harm. At the People’s Summit, and in the context of the current CDM Policy Dialogue review process, we will discuss recommendations to improve the current situation, including:
· the role of Designated National Authorities in defining and monitoring SD co-benefit indicators and social and environmental safeguards
· the potential role of Designated Operating Entities or other independent auditors in the setting and monitoring of SD goals
· assuring again corruption in project cycles, and implementing grievance procedures and whistleblower protection
· bringing clarity to chains of accountability and procedures for establishing liability in cases of wrongdoing
· raising awareness about the CDM and drawing on civil society as a source of information, expertise and independent oversight at all stages of project design and implementation.
